In the parenting with Love and logic book, They say to tell your child you can't understand them when thay whine. I think that helped me. Some times the best is to just ignore it! But remember they are kids that's what they do!
i agree with candice -- that's what we do, too. "i'm sorry, i can't understand you when you're whining. do you want to try again in a sweet/big girl voice?" we do the same thing with fussing. it doesn't always work, but sometimes it does!
Whining is my pet peeve. I agree w/ the comment on saying you can't understand them. But then again, if Ethan isn't really talking yet that probably won't help. Just reward the positive. That's all I can offer.
If you think it's bad now, wait until he's two! Maybe it's because I have a girl, but phew! They have to grow out of it someday, right?! Actually it does get better once they really learn to talk and can express themself with words we understand.
I know the answer to this one, but you won't like it. When he whines you ignore him. Pretty soon he will begin to realize that whining doesn't get him what he wants. You have to be able to hold out on this one. Also change the activity he is doing instead of giving in to his whining. The key is to either re-direct or ignore so that he is not rewarded for whining.

Tell him he can whine to Mitt, not Mom. I bet that will solve the problem.
I watched Super Nanny once, and she said not to give in. I could give Super Nanny a call for you.
